The governor merited such accolade, according to Jatau, who accepted the award in Abuja on Gov. Mohammed's behalf, given his remarkable efforts and assistance to the growth of public service, not just in Bauchi State but throughout all of Nigeria.

He asserts that the governor, via several changes, has created an environment that allows state employees to carry out their tasks properly. During his first tenure in office, he completely refurbished the state secretariat. He constantly made timely pension and salary payments to employees.

"We are not surprised by this award because our governor, a retired director in the federal civil service, has made the Bauchi State Civil Service his top priority by giving the system all the support it needs, which will significantly increase the likelihood that the policies and programs of the government will be implemented effectively," Jatau said.
