The task force led by Ouko releases its final report this month

The seven-person task group reviewed the county government's current financial and other internal control systems, processes, and procedures for Budget management and IFMIS operations.


This month, the task committee that Governor James Orengo formed to examine the county's financial operations will present its findings. The task force's final report will be made public on January 20, according to Edward Ouko, the task force's chair.

This comes after several weeks of unease, during which local politicians and citizens accused the task team of holding back on disclosing the results of its audit. 

The task force's examination of the county government's current financial and other internal control systems, processes, and procedures for budget management and IFMIS operations was mandatory for the group's seven members.

The committee was also tasked with auditing the collection and use of its source revenue, the integrity and effectiveness of county government operations and supply chains, imprest accounts, retention accounts, outstanding bills, funds allocated to the project management committee, payroll, and staffing levels.

Orengo stated, "The task group will also provide the county with advice on sector-based growth and development, as well as on the automation of county operations and e-governance.

According to Ouko, pending bills and sector-based growth as terms of reference for the position takes more time due to the specifics involved.
Some areas required in-depth research. As a result, we missed the deadline. So this is simply a progress report. The final report will be out on January 20, he said.

Ouko, who disputed assertions that the task force delayed disclosing the audit's results, claimed they began the work later than anticipated. At least Sh1 billion was lost over the two fiscal years, Mr. Ouko declared last week when he released a preliminary report.

The research states that Siaya can collect up to Sh1.7 billion in a year and that the county is on the rise in revenue collection. However, the study also mentioned how the poor working relationship between the government and the assembly had impeded the budget-making process.

He claimed that the assembly occasionally discussed and altered the budget without consulting the executive.
