The suspect has been identified as Joy Biira, a resident of Makindye Division's Nabisalu Wasswa Zone in Kampala, according to Ugandan police spokesperson Fred Enanga.
Biira is arrested on suspicion of killing Benson Baluku, with whom they were residing as husband and wife, according to further police statements. Police said that on March 26, the deceased entered his home while intoxicated and began arguing with his wife, whom he had long suspected of having extramarital affairs.

Enanga stated in a brief statement on March 27 that during the domestic fight, the husband held his wife by the neck and started strangling her. This caused her to draw a knife and chop off his genitals."
The incident, according to the police, proves that domestic violence is actual and dangerous. It also demonstrates how spouses' rage and anger can cause them to lose respect for one another. Therefore, we advise all couples in dispute to seek help resolving their family conflicts.
Domestic abuse was identified as one of Uganda's top crimes in the recently released 2022 annual police crime report, with 17,698 cases reported in 2022, up from 17,533 in 2021 and 17,664 in 2020.
This reflects an increase in domestic abuse instances reported nationwide by 0.94 percent. The research also reveals that 18,549 persons, including 3,728 male adults, 13,052 female adults, and more than 1600 children, were victims of domestic abuse in 2022.
According to regional performance, the Albertine Region, with 1,841 cases, had domestic violence cases in 2022, followed by North Kyoga, with about 1,814 cases. East Kyoga had 1,221 cases, and Aswa had 1,027 cases.
