A Colorado man was shocked with a police officer's stun gun before fleeing from a minor traffic stop and being struck and killed by a car on a highway, according to lawyers for the man's family. This "criminal and reprehensible" action left the man lying prone on the road as fast-moving traffic approached.
Video of the incident from February 18 was made public by the Larimer County Sheriff's Office, and it depicts police pursuing Brent Thompson, 28, as he runs toward Interstate 25 in northern Colorado. Before Thompson is hit by the automobile, it stops.
However, the legal team defending Thompson's family released a longer video on Wednesday. It contains much more disturbing and graphic footage, including Thompson lying motionless on the highway after being stunned with a stun gun wire still attached to his body as a car approaches at least 40 mph. Video captures one of the sheriff's deputies shouting, "S---t, S---t," just before Thompson is run over.
According to a statement from the law office of Rathod Mohamedbhai, "the tasering of an individual in the middle of an interstate highway at night is criminal and repulsive action and has no place in law enforcement.
According to the body-worn camera evidence, Thompson was stunned by Deputy Lorenzo Lujan. An investigation revealed that the man was startled on the highway 5.6 seconds before a car struck him.
Thompson died from his injuries at a local hospital less than an hour after the traffic stop. Local prosecutors have declined to pursue Lujan criminally. However, District Attorney Gordon McLaughlin has stated that Lujan's actions demonstrate "poor judgment and possibly a need for additional and more robust training." McLaughlin stated that Lujan's acts fell short of "criminal culpability."
Following the incident, Lujan was placed on paid administrative leave and returned to work in early July in a non-enforcement capacity while an investigation was completed, according to Larimer County Sheriff John Feyen of the USA TODAY Network. He is still engaged as a deputy.

Attorneys for Thompson's family said McLaughlin's judgment demonstrates that law enforcement officials are held to a higher standard than the general population.
"The District Attorney's decision not to bring up criminal charges against this deputy is a travesty of justice," the law firm stated. "As indecent as it is to lock someone in a police car on railroad tracks, it is even more indecent to tase someone on the interstate at night." Tasing someone on the highway is a death sentence."
According to Taser, the leading manufacturer of Conducted Electrical Weapons, the circumstances of Thompson's death on a major highway had never occurred before, in which a Taser was used on a roadway, and the target person died by a separate means; McLaughlin said in a recent letter.

What caused Thompson's death?
McLaughlin recounted the events leading up to Thompson's death in his decision letter. According to the investigators, the following occurred:
- Lujan discovered an expired registration vehicle in the Best Value Inn & Suites parking lot. Lujan was particularly suspicious of the car because it was idling while parked in two different positions in the parking lot.
- Lujan followed the automobile out of the lot and onto I-25 when it "made a last-second maneuver" to the northbound I-25 on-ramp.
- Lujan proceeded to follow the automobile on the highway, turning on his lights as they approached an exit.
- Thompson gave Lujan a phony identity, gave him expired registration and insurance, and pretended to be inebriated.
- Lujan and backup Cpl. Matthew Bordewick confronted Thompson about giving a phony name and attempted to arrest him, but Thompson fled west down an embankment toward I-25.
- "Stop or you're going to get Tased, stop," Lujan screamed as he chased Thompson, who attempted to jump over the guardrail but fell and stumbled into the shoulder of the northbound side of the road.
- Lujan used his Taser for one cycle (five seconds), and as he approached Thompson, he noticed a car approaching them that was "closer than expected."
